Dear CSM:

I work for an educational institution (we receive state funding) and some instructors here want to use Youtube videos for their classes. Some would like to download the Youtube videos, and put them on their websites and or powerpoint presentations.

Dear CSM:

I'm a reporter for public radio. Is it "Fair Use" to use a short clip from a TV show or film in order to make a point in a given story, even if I'm not commenting directly on the clip? If so, what is the maximum amount of material I am allowed to use of a given TV show or film. My understanding is that if 10% or less of the story is devoted to that material, it's "Fair Use." Is that true?

QUESTION

Dear CSM:

I'm working on a movie that is part doc/part fiction, using the photos and letters of a man (who is now deceased) that were found in a photo album discovered in a second-hand store (like Goodwill). The photo album is not copyrighted, nor was it published. The man has been dead for about 14 years, and I've been unable to locate any of his family through a cursory internet search. Am I working with material that is usable?
